how to implement a policy to allow a set of users to use a USB(pendrive)

Hello Everybody,

I would like to know that how to implement a policy to allow a set of users to use a USB(pendrive). Lets say our organization has provided 100 users a pendrive of "Kingston" brand & that all only should be allowed. But  when we create policy to allow only kingston USB drives, then there might be a possibility that other users could buy the same kingston pendrive(USB) from the market & start using it at their system. Please suggest what can we do here to allow only those 100 kingston pendrive & not the one which users buy theirself.
