symantec Endpoint will not install

I am trying to install symantec endpoint protection on a 2003 server. We use Symantec Endpoint Protection Small Business Edition - (The cloud edition)

I created the Extractor and saved it on the hdd - when I try to run that file, It gives me an error saying that the server must reboot - Each time I reboot and try again, I get same error.
